Maybe you've heard the expression deus ex machina,
or "God from the machine" - a plot device where a seemingly irresolvable problem is resolved by an unexpected or unlikely occurrence.
Deus Ex Scientia then is "God from knowledge" and is the pursuit of progress through the use of knowledge and science.
As a literary plot device, let's consider it the process of resolving seemingly irresolvable problems through the use of science instead of "the machine."
Alternatively, we can think of Deus Ex Scientia as:
Building a mental framework that uses the Scientific Method as a foundation to solve problems
Upgrading your personal Operating System for navigating the world, finding purpose, relieving anxiety, and ultimately living a fulfilled life
Revising the Collective Conscious to rely on scientific inquiry instead of outdated ideas of spirituality
Spreading factual, useful information that bridges culture, country, and creed
